Notice that after every flag ceremony the remaining cable or rope used to raise the flag is wrapped and tied around a particular object attached to the pole? Normally it is bolted on the lower portion of the flagpole because it very convenient since those who’ll be tasked with raising and lowering the flags need not elevate oneself.
